Definition

Sense 1

To slow the enemy's advance without becoming decisively engaged.

"The rearguard was ordered to delay the enemy advance for six hours."
Sense 2

An operation in which a force trades space for time.

"The delaying force denied the enemy the ability to close on the main body."
